A shallow magnitude 3.1 earthquake was reported Tuesday evening 14 miles from Mammoth Lakes, according to the U.S. Geological Survey. The temblor occurred at 6:53 p.m. at a depth of 2.5 miles. According to the USGS, the epicenter was 67 miles from Clovis, Calif., 67 miles from Sanger, Calif. and 70 miles from Reedley, Calif.

Three earthquakes measuring above 5 on the Richter scale hit the central Italian region on Wednesday morning, an area which was devastated by a series of quakes last year and is currently suffering from heavy snow. The quakes were felt in Rome along with other areas of Lazio, Abruzzo and the Marche, and as far away Umbria, Naples and Florence.

Israeli policeman and Bedouin killed in clashes over demolitions
Two people have been killed in southern Israel during a confrontation between police and Bedouin villagers over the demolition of illegally built homes. Police said an officer was killed in a car-ramming attack in Umm al-Hiran, in the Negev desert, and that the Israeli Arab driver of the car was shot dead. They said the driver was active in the Israeli Islamic Movement.  
Mexico violence: Four killed in Cancun gunfight
An attack on the government offices in the Mexican beach resort of Cancun has left four people dead, officials say. Police intervened after gunmen opened fire at the Quintana Roo state attorneys' office. TV showed footage in which intense gunfire could be heard. One policeman and three suspected attackers died, governor Carlos Joaquin said. Five suspects were arrested.

Central Italy has been struck by a series of earthquakes, as the region shivers in freezing temperatures. The biggest quake was 5.4 in magnitude and struck an area devastated by earthquakes in August. They hit between 10:25 (9:25 GMT) and 11:25 and were felt in Rome, 100km (60 miles) to the south-west.  
Mali car bomb 'kills at least 37 people' in Gao
At least 37 people have been killed in northern Mali in a car bomb attack on a military base, officials say. The incident occurred when a vehicle packed with explosives detonated at a camp housing soldiers and members of rival armed groups in the city of Gao. Mali's northern desert region has been restive since it was captured by militant Islamists in late 2012.

It warns that fingerprint recognition technology is now so advanced that even casual snapshots can be used to retrieve fingerprint information. The report also says the technology is widely available and easy to use.

China plans to develop a prototype exascale computer by the end of the year, state media said Tuesday, as it seeks to win a global race to be the first to build a machine capable of a billion, billion calculations per second. If successful, the achievement would cement its place as a leading power in the world of supercomputing.

House Bill Number 1203 (pdf) states that, “Notwithstanding any other provision of law, a driver of a motor vehicle who unintentionally causes injury or death to an individual obstructing vehicular traffic on a public road, street, or highway, is not guilty of an offense.”
